Human Rights Defenders Offer Aid to CEC to Implement OSCE/ODIHR Recommendations

The experts underline that in their work they focused on the recommendations of the OSCE/ODIHR that don’t require introducing respective amendments into the Electoral Code and other legislative acts, i.e. they can be implemented before the electoral campaign of the next parliamentary elections kicks off, by means of regulations of the Central Electoral Committee.

“Meantime, we’d like to emphasize that, to implement fully the recommendations of the OSCE/ODIHR, complex work should start to prepare a draft law to introduce amendments to  the existing legislation, with the involvement of all interested parties, the public, noncommercial organizations, and political parties,” says the explanatory letter that the Belarusian Helsinki Committee sent to the Central Electoral Committee.

Presenting the recommendations, including 30 points with detailed reasoning (the chart attached below – only Russian now), the Human Rights Defenders for Free Elections expressed readiness to discuss them with the special inter-agency expert group, operating at the CEC since mid-February.
